Funded by Heinrich Böll Foundation (HBF), MIRO currently is looking for a qualified candidate to fill in the position: Women Empowerment Project Officer for full time base in Head Office Phnom Penh with regular travels to target provinces and will supervise three provincial staff. S/he will be directly responsible to the Deputy Director.

Women Empowerment Project Officer (WEPO): the position is implementing a project for the empowerment of marginalized Khmer Krom women to gender equality and political participation and be involving project management, develop curriculum/action plan, organize and provide training workshop, investigeation/follow-up domestic violance case, conduct legal support and advocacy activities in cooperation with provincial and team work.

Duties& Responsibilities:

  • Plan, coordinate and implement program activities through working directly and closely with affected minority members, the management team and other stakeholders;
  • Train target group/network members on human rights issues, gender equality, political participation, and advocacy skills;
  • Provide legal assistance and advice;
  • Plan and implement effective advocacy and/or intervention activities;
  • Conduct Investigation and follow-up on women rights cases;
  • Write press releases, statements and petitions;
  • Compile quarterly and final reports to donor; and
  • Other tasks as required by the management.


  • Degree in Law or relevant development field;
  • Knowledge of government policy and international and national human rights;
  • Have at least 2 years of work experience as project officer for a local NGO;
  • Proven track record as trainer, preferably on gender equality;
  • Proven track record of project management, TOT, and facilitation skills;
  • Unprejudiced against Khmer Krom and other minority groups;
  • Analytical skills and ability to develop goals and visions;
  • Willingness to work on weekends and upon requirement;
  • Good written and oral communications skills in both Khmer and English;
  • Independent and responsible working style;
  • Computer skills (Microsoft Word, Excel, Power Point etc.).
  • Honest, responsible, committed and open‐minded;
  • Willing to closely work in a small multi-cultural team.
