MIRO is a localNGO, founded in 2012, which seeks to promote and protect the rights of minority
groups in Cambodia and contribute to their prosperity and social participation. We advocate with
national and international stakeholders. Currently, MIRO focuses its activities on Khmer Krom and
ethnic Vietnamese who have been living in Cambodia for many generations.MIRO’s head office base
in Phnom Penh with five provincial staffs. For more detailed information, please visit our website at

MIRO is seeking qualified two candidates as: one Program Manager for full time base in Phnom Penh
with regular travels to the provinces and Consultant SPSS for short time (around two weeks)

1. Program Manager, the position involves executive committee and managing some of
MIRO’s research, projects, and mapping and statelessness program. The main
responsibilities are program management, projects financial management, project
management support, strategic plan and innovation, fundraising support, progressive
report, and executive committee membership. S/he will be directly responsible to the
Executive Director and will supervise three provincial staff.

Duties& Responsibilities:
Management
– Program Management: Overall program cycle management, including planning,
implementation, and monitoring & evaluation;
– Project Financial Management: Overall management and oversight of projects-related
expenditures;
– Projects Management Support: Project cycle management and financial management
support to project officers under the Program Manager;
– Strategic Planning and Innovation: Support program development through participating in
strategic planning and developing links with other stakeholders and independently learning
about new technologies and approaches;
– Fundraising Support: Assist in raising funds for program/project activities and representing
the organization to external actors; and
– Executive Committee membership: Be part of MIRO’s executive body, managing the
organization as a whole

Statelessness Program
– Plan, coordinate and implement program activities through working directly and closely
with affected minority members, the management team and other stakeholders;
– Provide training target group on human rights issues and all aspects related to preventing
statelessness and ensuring identification papers and on advocacy skills and strengthen their
understanding of procedures to obtain identification documents;
– Provide legal assistance and advice to disadvantaged members of minority group;
– Plan and implement effective intervention and advocacy activities;
– Write press releases, statements, petitions and reports;
– Compile progressive report to donor; and
– Other tasks as required by the management.

Requirements:
– At least bachelor degree in Law or relevant development field;
– At least five years’ experience in a management position with financial management;
– Knowledge of government policy, national law pertaining to nationality/citizenship and
international human rights;
– Proven track record as trainer, preferably with minority groups;
– Proven track record of project management and facilitation skills;
– Unprejudiced against Khmer Krom, Vietnamese and other minority groups;
– Analytical skills and ability to develop goals and visions;
– Good written and oral communications skills in both Khmer and English;
– Computer skills (Microsoft Word, Excel, Power Point etc.).

2. Consultant SPSS, The position involves develop SPSS program, data entry, data analyzing,
project staff coaching, and report within around 420 respondents (Questionnaire form).

Qualification and Experience:
– Have a master or be in the process of getting a master in statistics or econometrics;
– Extensive knowledge of computerised statistical analysis using software packages SPSS;
– A past record of publication would be very much preferred;
– It is preferred the candidate has extensive contacts in the research sector
